San Francisco City Hall--where 200 advocates rallied recently in support of a proposed Charge for Harm bill--will again be the backdrop for a hearing on the measure before the full Board of Supervisors on Tuesday, September 7th. On KQED radio's Forum program Supervisor John Avalos, the bill's author, discussed the importance of this fee to help recover some of the City's alcohol-related costs.
